Meet Nimbus

Courtready.ca’s librarian.

Hi, I’m Nimbus. Before we start, a few things worth knowing about what I can and can’t do:

  • I find agreements. Describe the agreement you are looking for and I will turn that into a search of the Ministry of Labour’s e-Library index, with links to the agreements that match.
  • I don’t read them myself. When you ask about a clause, I find the agreements and open the clauses the Ministry tagged, where you can ask Nimbus about them.
  • I can make mistakes. I may misread a request or pick the wrong sector, so check the filters I show before relying on the results.
  • I stay on topic. I only answer questions about Ontario collective agreements and bargaining units. Anything else, I’ll decline.

If that works for you, let’s go.

What Are You Looking For?

Describe the agreement you are looking for in plain language. Nimbus turns it into a search, shows what it understood, and lets you refine from there.

Nimbus picks search filters from the index. It does not read agreements or invent results, and it can misread a request, so check the filters it shows. 10 of 10 questions left

  • Union. Union families (CUPE, ONA, Unifor, OPSEU, LIUNA, UFCW, SEIU, the building trades and more), with locals grouped under their parent union.
  • Statute. Labour Relations Act, Hospital Labour Disputes Arbitration Act, Fire Protection and Prevention Act, Police Services Act, Colleges Collective Bargaining Act and others.
  • Workforce size. The number of employees in the bargaining unit.
  • Location. Within 25 to 200 km of any place in Ontario.
  • Status and expiry. In force today, expired within two years, or everything since 1967, plus an expiry window for bargaining calendars.

How the Database Is Built

Source

The Ministry’s Inventory of Employer and Union Relationships, published on the Ontario Data Catalogue under the Open Government Licence (Ontario). Names, dates and locations are shown exactly as filed.

Index

Each agreement is matched to its e-Library PDF and the link is tested (72,000+ verified so far), union locals are grouped into families, locations are mapped, and each bargaining relationship is shown by its latest filed agreement with earlier ones a click away.

Refresh

The Ministry updates the inventory monthly and its search data more often. The database checks both every Sunday, Monday, Wednesday and Friday. Agreements added since September 30, 2026 carry the date they were added, and the Recently Added filter lists them.

Nimbus, the Librarian

Describe the agreements you want in plain language (“ONA nursing home agreements within 50 km of Sudbury, in force today”) and Nimbus turns it into a search, shows the filters it chose, and lets you refine. Nimbus only selects filters from the index; it does not read the agreements or invent results, and it can misread a request, so check the filters it shows.

Frequently Asked Questions

Is the Ontario Collective Agreement Database free?

Yes. Free to use, no account required. It is not legal advice.

Where do the collective agreements come from?

From the Ministry of Labour, Immigration, Training and Skills Development’s Collective Agreements e-Library. Employers and unions must file their agreements with the Ministry under the Labour Relations Act, 1995, and the Ministry publishes an inventory of those filings as open data.

How current is the database?

The Ministry publishes the inventory monthly and updates its search data more often. The database checks both every Sunday, Monday, Wednesday and Friday. Agreements added since September 30, 2026 are labelled with the date they were added. Parties often file late, so a unit shown as expired may have a newer agreement not yet filed.

Can I search near a city or town?

Yes. Enter any place in Ontario and choose 25, 50, 100 or 200 km. Distances run between municipality or county centres, not street addresses.

Does it include wages, benefits or clause text?

Partly. For agreements in effect from 2018, the Compare tab shows clauses from the Ministry’s Provision Library, sorted by the Ministry’s AI into 54 provision types such as vacation, overtime, benefits and allowances, each with a link to its page in the agreement. The Ministry’s AI can miss or misfile clauses, so check each one in the agreement. Wage grids, and topics the Ministry does not tag (such as seniority or grievances), still need the full agreement.

Why can’t I compare some agreements?

The Ministry’s Provision Library covers agreements in effect from 2018, and the Ministry has not extracted the provisions of every one of those. Those agreements show a note instead of the Compare buttons and still open as PDFs.

What does “Arbitration award” mean on a result?

Where the terms were set by an interest arbitrator rather than negotiated (common in hospitals and long-term care under the Hospital Labour Disputes Arbitration Act), the Ministry files the award in place of a signed agreement.

Who built this?

The Ontario Collective Agreement Database is a Courtready.ca tool. Questions and corrections: admin@courtready.ca.

Source

Ontario Ministry of Labour, Immigration, Training and Skills Development, Inventory of Employer and Union Relationships, Open Government Licence (Ontario). Agreements open on the Ministry’s e-Library. Refreshed monthly.

Method

Each bargaining relationship is shown by its most recently filed agreement. Parties often file late, so a unit shown as expired may have a newer agreement not yet filed. Distances are between municipality or county centres. Links marked unverified were built by rule and not yet tested.

Fair Use

Free to use. Not legal advice. Nimbus picks search filters from the index and does not read the agreements. Questions or corrections: admin@courtready.ca.
